Home Ownership Program Loch Raven Village is one of dozens and dozens of communities in Baltimore County's Community Conservation Area. The Area is designed to encourage Smart Growth by rewarding home buyers who choose to live in any of these conveniently located suburbs, instead of contributing to the growing problem of outer suburban sprawl that can overload outer suburb roads and schools, and destroy wildlife habitat.
